I'm assuming a sharpener of some kind was also packed, a Work Sharp Field Sharpening would be my choice, so I'm going with the Mora Companion and spending 5 minutes flattening the spine so it will work with a ferro rod.

There is no great way to easily and precisely measure your bevel angles, unless you want to go buy a goniometer. I think that would go against your goal of staying cost effective, though. Factory grinds can also vary quite a bit and be uneven, as they are done by hand on a belt more often than not.
